1.0 Summary
The Third Battle Community Naming Challenge invites Trenton residents and community members to submit an original name idea for Trenton’s next community destination emerging around the Mayor Donnelly Homes and former Trenton Junior High School No. 1 sites.
By submitting a name, voting, or otherwise participating in the Challenge, you acknowledge that you have read, understand, and agree to these Official Rules, Terms & Conditions.
Please note:
- Participants must be at least eighteen (18) years old to submit a name or vote.
- Individuals under eighteen (18) are not eligible to participate at this time.
- Participants may submit one original name idea.
- The winning submission will receive a $5,000 cash award.
- Submissions must be original and may not infringe upon another person’s rights.
- A group of finalist names will be selected for public voting.
- Finalists may be asked to promote their submitted name during the public voting period.
- Public voting will help identify the community’s preferred finalist name.
- The Trenton Housing Authority retains final approval and ratification authority.
- This Challenge is not renaming North Trenton, changing neighborhood boundaries, changing street names, changing addresses, or creating an official municipal designation.
- No purchase, payment, donation, contribution, or Community Partner affiliation is required to enter, vote, become a finalist, or win.
2.0 Who Is Running the Challenge
The Third Battle Community Naming Challenge is administered by The Boulevard Collective in partnership with the Trenton Housing Authority.
For purposes of these Terms & Conditions:
- “THA” means the Trenton Housing Authority.
- “Administrator” means The Boulevard Collective.
- “Challenge Partners” may include approved project partners, Community Partners, outreach partners, service providers, and other organizations supporting the Challenge.
- “Participant” means an eligible individual who submits a name, votes, or otherwise participates in the Challenge.
- “Submission” means a proposed name and any related explanation, story, rationale, or supporting materials submitted by a Participant.
- “Finalist” means an eligible Participant whose Submission is selected to advance to public voting.
- “Winner” means the eligible Participant whose Submission is selected through the Challenge process and approved by THA.
THA retains final approval and ratification authority over the selected name and any future use of the name.
3.0 Purpose of the Challenge
The purpose of The Third Battle Community Naming Challenge is to invite community participation in identifying a public-facing name for Trenton’s next community destination.
This new destination is emerging around the Mayor Donnelly Homes and former Trenton Junior High School No. 1 sites as part of the North Trenton/Battle Monument Choice Neighborhood Plan.
The Challenge is designed to elevate resident voice, encourage civic pride, honor local history and culture, and help create a name that can carry forward for years to come.
This Challenge is focused on naming a future community destination. It does not rename North Trenton or any existing neighborhood, street, address, municipal boundary, district, or official public designation.
4.0 Challenge Period
The overall Challenge Period begins on July 10, 2026 and ends on September 30, 2026, unless extended, modified, suspended, or cancelled in accordance with these Terms & Conditions.
The Challenge may include multiple phases, including:
- Name submissions
- Submission review
- Finalist announcement
- Finalist campaigning
- Community voting
- Final review and ratification
- Winner announcement
- Prize administration
Specific dates for each phase will be published on the official Challenge website and may be updated as needed.
Unless otherwise stated, all deadlines are based on Eastern Time.
5.0 Eligibility
Participation is open to individuals who:
- Are at least eighteen (18) years old at the time of participation;
- Are legal residents of the United States; and
- Have a meaningful connection to Trenton, New Jersey.
A meaningful connection may include being a current or former resident, student, worker, business owner, faith community member, community organization member, or another individual with a demonstrated connection to Trenton or the area surrounding the Mayor Donnelly Homes and former Trenton Junior High School No. 1 sites.
Individuals under eighteen (18) years of age are not eligible to submit a name, vote, or otherwise participate in the Challenge at this time.
Employees, officers, contractors, agents, and immediate family members of individuals directly responsible for administering, judging, or approving the Challenge may be ineligible to win the prize.
THA and the Administrator reserve the right to determine eligibility in their reasonable discretion.
The Challenge is void where prohibited or restricted by law.
6.0 No Purchase or Contribution Necessary
No purchase, payment, donation, contribution, sponsorship, Community Partner affiliation, or financial support is required to enter, vote, become a finalist, or win.
Community Partner contributions, donations, sponsorships, or other forms of campaign support will not influence finalist selection, voting, winner determination, or THA’s final approval process.
7.0 How to Submit a Name
Participants may submit a name idea through the official Challenge website:
Submissions will be collected through the official online submission form. If authorized by THA and the Administrator, additional submission methods may be made available.
Each Submission should include:
- The proposed destination name
- The story, meaning, inspiration, or rationale behind the proposed name
- The Participant’s connection to Trenton or the surrounding community
- The Participant’s name and contact information
- Confirmation that the Participant is at least eighteen (18) years old
- Agreement to these Terms & Conditions
Submissions must be complete and submitted according to the instructions provided.
Limit: One Submission per individual.
Duplicate, incomplete, automated, bulk, fraudulent, illegible, inappropriate, or noncompliant Submissions may be disqualified.
8.0 Submission Requirements
All Submissions must be original to the Participant.
By submitting an entry, the Participant represents and warrants that:
- The Submission is their original work.
- The Submission does not knowingly infringe or violate the rights of any third party.
- The Submission does not contain copyrighted, trademarked, or otherwise protected material owned by another party without permission.
- The Submission does not include offensive, discriminatory, defamatory, threatening, obscene, hateful, or otherwise inappropriate content.
- The Submission is not misleading, fraudulent, or submitted under a false identity.
- The Participant has the right to submit the proposed name and related materials.
THA and the Administrator reserve the right to remove or disqualify any Submission that violates these Terms & Conditions or is otherwise inconsistent with the goals, values, or public-facing purpose of the Challenge.
9.0 Review and Finalist Selection
After the submission period closes, Submissions will be reviewed for eligibility, completeness, originality, duplication, and compliance with these Terms & Conditions.
Eligible Submissions may be evaluated based on criteria including, but not limited to:
- Cultural relevance
- Historical connection
- Community meaning
- Connection to Trenton
- Clarity and memorability
- Alignment with the vision of the destination
- Long-term suitability
- Originality
- Reputational considerations
- Potential legal, trademark, or public-confusion concerns
A group of finalist names will be selected to advance to public voting.
Selection as a Finalist does not guarantee that the Submission will win or be used as the final destination name.
If the same or substantially similar name is submitted by multiple Participants, THA and the Administrator may determine that the earliest complete, verified, and eligible Submission will be recognized for finalist or prize purposes.
THA and the Administrator reserve the right to determine whether two or more Submissions are identical or substantially similar.
10.0 Finalist Notification
Potential Finalists may be contacted using the information provided during submission.
A potential Finalist may be required to:
- Confirm eligibility
- Verify identity
- Provide additional information
- Agree to finalist participation expectations
- Complete releases or other required documentation
If a potential Finalist cannot be contacted, fails to respond within the required timeframe, is found ineligible, declines to participate, or fails to complete required documentation, THA and the Administrator may select an alternate Finalist.
11.0 Finalist Campaigning
Finalists may be encouraged to campaign for their submitted name during the public voting period.
The purpose of finalist campaigning is to allow finalists to share the story, meaning, and inspiration behind their name and encourage the community to participate in the voting process.
Finalists may:
- Share their finalist name and story
- Encourage community members to vote
- Share approved campaign materials
- Promote their Submission through personal, community, and social networks
- Participate in approved community conversations or campaign activities
Finalists may not:
- Offer money, gifts, favors, services, or incentives in exchange for votes
- Buy, sell, trade, or manipulate votes
- Misrepresent vote totals or voting procedures
- Harass, threaten, or disparage other finalists or Participants
- Use false, misleading, or defamatory statements
- Imply official endorsement beyond finalist status
- Use THA, BLVD, or Challenge Partner logos without approval
- Use paid advertising unless approved in writing
- Use automated systems, bots, fake accounts, or fraudulent voting methods
- Engage in conduct that undermines the fairness, integrity, or public purpose of the Challenge
THA and the Administrator reserve the right to disqualify any finalist who violates these campaign guidelines.
12.0 Public Voting
Finalist names will be made available for public voting during the voting period.
Only eligible individuals who are at least eighteen (18) years old may vote.
Voting may occur through an online voting platform or other approved voting methods.
Voting is intended to help identify the community’s preferred finalist name.
Voting requirements may include:
- One vote per person
- Required contact or verification information
- Confirmation that the voter is at least eighteen (18) years old
- Restrictions on duplicate voting
- Prohibition of automated or fraudulent voting
- Prohibition of vote buying or vote manipulation
THA and the Administrator reserve the right to review voting activity and remove votes that appear to be duplicate, automated, fraudulent, manipulated, incomplete, submitted by ineligible voters, or otherwise inconsistent with the voting guidelines.
Public voting results are an important part of the process but do not override THA’s final approval and ratification authority.
13.0 Final Ratification and Winner Selection
After public voting concludes, voting results and related finalist materials will be reviewed.
The Finalist receiving the highest number of eligible votes may be identified as the community-preferred name, subject to final review and ratification by THA.
THA retains final authority to approve, ratify, modify, adapt, reject, or decline use of any submitted name, finalist name, or community-preferred name.
THA may decline to use a submitted name for reasons including, but not limited to:
- Legal concerns
- Trademark or intellectual-property concerns
- Public confusion
- Reputational concerns
- Administrative concerns
- Municipal or regulatory concerns
- Similarity to existing places, businesses, organizations, developments, or protected marks
- Inconsistency with the purpose or values of the destination
Selection as a Finalist or Winner does not guarantee that the submitted name will be used exactly as submitted.
All decisions concerning eligibility, finalist selection, voting integrity, winner determination, and final ratification are final, subject to applicable law.
14.0 Prize
One Winner will receive a $5,000 cash award.
The prize is non-transferable and may not be substituted except at the discretion of THA and the Administrator.
The Winner is solely responsible for any federal, state, local, or other taxes, fees, reporting obligations, or costs associated with acceptance of the prize.
The Winner may be required to complete:
- Eligibility verification
- Identity verification
- A release
- A W-9
- Tax-related documentation
- Any other documentation reasonably required before the prize is issued
If the potential Winner does not respond within the required timeframe, fails to complete required documentation, is found ineligible, declines the prize, or is disqualified, THA and the Administrator may select an alternate Winner, subject to review and approval.
The prize will not be issued until all required documentation has been completed and eligibility has been confirmed.
15.0 Use and Ownership of Submissions
By submitting an entry, the Participant grants THA, The Boulevard Collective, and approved Challenge Partners a perpetual, irrevocable, worldwide, royalty-free, non-exclusive license to use, reproduce, publish, display, distribute, adapt, edit, and promote the Submission, including the proposed name and related story or explanation, for purposes related to:
- The Challenge
- Community engagement
- Promotion
- Reporting
- Documentation
- Storytelling
- Public communications
- Project planning and development
If a Submission is selected as the winning name, the Winner agrees that THA shall have the right to use, modify, adapt, shorten, combine, brand, develop, publish, display, reproduce, register, protect, and otherwise use the winning name and related submission materials in connection with:
- The community destination
- The North Trenton/Battle Monument Choice Neighborhood Plan
- Public communications
- Signage
- Programming
- Marketing
- Storytelling
- Events
- Reports
- Related projects and initiatives
The Winner agrees to assign or license any rights reasonably necessary for THA to use the selected name without additional compensation beyond the stated prize.
No Participant shall be entitled to compensation, royalties, credit, approval rights, or additional payment beyond the stated prize, if applicable.
THA is not required to use any submitted name and may modify, adapt, combine, or decline to use any Submission.
16.0 Publicity
By participating in the Challenge, Participants acknowledge that finalist and winning Submissions may be publicized.
Finalists may be asked to participate in public-facing campaign activities, including:
- Interviews
- Social media posts
- Storytelling features
- Community events
- Public presentations
- Press or media opportunities
- Finalist campaign activities
By accepting finalist status or the prize, the Participant agrees that THA, The Boulevard Collective, and approved Challenge Partners may use the Participant’s name, submitted name, story, general location, image, likeness, voice, and related materials for promotional, public-facing, community-engagement, reporting, and storytelling purposes related to the Challenge and destination, unless prohibited by law.
Additional releases may be required for specific photographs, recordings, interviews, or public appearances.
17.0 Privacy and Communications
Personal information collected through the Challenge will be used for purposes related to:
- Administering the Challenge
- Communicating with Participants
- Verifying eligibility
- Managing submissions and voting
- Selecting and contacting Finalists
- Awarding and administering the prize
- Protecting campaign integrity
- Campaign reporting and evaluation
- Related public-engagement activities
Personal information may be shared with THA, The Boulevard Collective, approved service providers, and project partners only as reasonably necessary to administer and support the Challenge or as otherwise permitted or required by law.
Participants and voters may be asked separately whether they would like to receive future updates related to THA, the North Trenton/Battle Monument Choice Neighborhood Plan, the future community destination, or related engagement opportunities.
Opting in to future communications is voluntary and is not required to submit a name, vote, become a Finalist, or win.

18.0 Community Partners
Community Partners may help promote the Challenge, encourage participation, share approved campaign materials, contribute resources, or support outreach efforts.
Community Partner participation does not influence finalist selection, public voting, Winner determination, or THA’s final ratification authority.
19.0 Technical Issues
THA and the Administrator are not responsible for technical, website, platform, internet, email, hardware, software, data-transmission, submission, voting, or access issues that may prevent or affect participation.
This may include:
- Lost, late, incomplete, corrupted, misdirected, or undelivered Submissions
- Website or platform outages
- Internet-connectivity problems
- Form or voting-platform errors
- Email-delivery failures
- Unauthorized access
- Data-transmission interruptions
- Other technical malfunctions
THA and the Administrator may take reasonable steps to address technical issues, extend deadlines, adjust procedures, or preserve the integrity of the Challenge when necessary.
20.0 Disqualification
THA and the Administrator reserve the right to disqualify any Participant, Submission, Finalist, vote, or Winner if they determine that a violation of these Terms & Conditions has occurred.
Grounds for disqualification may include:
- Ineligibility
- Duplicate or fraudulent submissions
- False or misleading information
- Vote manipulation
- Misconduct or harassment
- Offensive or inappropriate content
- Intellectual-property concerns
- Violation of finalist campaign rules
- Failure to complete required documentation
- Conduct that undermines the fairness, integrity, or purpose of the Challenge
21.0 Release and Limitation of Liability
By participating in the Challenge, Participants agree to release and hold harmless THA, The Boulevard Collective, Challenge Partners, service providers, Community Partners, and their respective officers, employees, contractors, agents, representatives, volunteers, and affiliates from and against claims, damages, losses, liabilities, costs, or expenses arising out of or related to participation in the Challenge.
This includes claims related to:
- Submission of an entry
- Review or selection decisions
- Voting procedures
- Finalist campaigning
- Disqualification
- Use or non-use of a submitted name
- Publicity or promotional use
- Acceptance or use of the prize
- Technical issues
- Tax obligations
Nothing in these Terms & Conditions excludes liability that cannot be excluded under applicable law.
22.0 Participant Responsibility
Participants are responsible for ensuring that their Submissions comply with these Terms & Conditions.
Participants agree to hold harmless and, where permitted by law, indemnify THA, The Boulevard Collective, and approved Challenge Partners from claims arising from:
- A Participant’s breach of these Terms & Conditions
- Violation of third-party rights
- Submission of unlawful, infringing, false, misleading, or inappropriate materials
23.0 Changes, Suspension, or Cancellation
THA and the Administrator reserve the right to modify, suspend, extend, cancel, or terminate the Challenge, in whole or in part, if circumstances arise that affect its fairness, integrity, administration, security, feasibility, or public purpose.
Such circumstances may include:
- Technical failures
- Fraud or attempted fraud
- Voting manipulation
- Administrative delays
- Legal or regulatory concerns
- Public-safety concerns
- Weather or emergency conditions
- Platform failures
- Circumstances outside the reasonable control of THA or the Administrator
THA and the Administrator may update these Terms & Conditions as needed. Updated versions will be posted on the official Challenge website with a revised effective date.
24.0 No Guarantee of Use
Participation in the Challenge does not guarantee that any submitted name will be selected, used, adopted, displayed, promoted, or implemented.
Selection as a finalist or Winner does not guarantee that the submitted name will become the final public-facing name of the destination.
THA reserves the right to approve, modify, adapt, combine, reject, or decline to use any submitted name.
25.0 No Employment, Partnership, or Agency Relationship
Participation in the Challenge does not create an employment, contractor, partnership, joint venture, agency, or representative relationship between any Participant and THA, The Boulevard Collective, or any Challenge Partner.
26.0 Governing Law
These Terms & Conditions shall be governed by and construed in accordance with the laws of the State of New Jersey, without regard to conflict-of-law principles.
27.0 Severability
If any provision of these Terms & Conditions is found to be invalid, unlawful, or unenforceable, the remaining provisions shall remain in full force and effect.
28.0 Acceptance of Terms
By submitting an entry, voting, or otherwise participating in The Third Battle Community Naming Challenge, the Participant acknowledges that they have read, understand, and agree to be bound by these Terms & Conditions and by decisions made by THA and the Administrator in connection with the Challenge.
